Phoebe Liou had a dream.

She wanted to become a dentist, and she was well on her way until COVID mandates forced her to choose between her health and values and her college education.

I was accepted to UConn when I was 16 years old, after dual-enrolling in 8 courses at 4 Connecticut universities and colleges as part of my homeschool education. I had graduated high school just months prior to my acceptance. While at UConn, I earned my place as a repeat on the Dean’s List, a 2021 Babbidge Scholar (top 5% of my entire college), and an Honors Scholar. I took part in 3 internships, 1 research fellowship, and was part of 2 scholarly cohorts as a freshman at UConn. I was fascinated by my pre-dental studies and completely enthralled by this college experience – until it crumbled.

On Monday, March 6, Phoebe testified in support of Maryland’s HB699, known as the Vaccination by Choice Act, which would “prohibit the State and the political subdivisions in the State from requiring an applicant for employment or an employee to provide proof of vaccination against COVID-19 as a condition for employment.”

This was a hard testimony to share. My mental health suffered greatly due to college mandates. I wish no other student suffers, from vaccine injuries or from discrimination. Mandates need to be reassessed on updated data to prevent unnecessary suffering.

This is what is now means to be UCONN’ed.

I felt ashamed, degrated and treated as diseased… like I had a label on my forehead that said “dirty, contaminated and unvaccinated.”

UCONN’s motto is “Students first” and is committed to diversity, inclusion and equal opportunities, like many Maryland colleges, yet I was not welcomed or included, even as a minority, a student of color or person with disabilities.

I was banned from school for 13 months. This whole ordeal lasted 16 months, but the segregation and constant insults caused immense psychological distress that I suffer to this day… suicidal ideation and reemergence of disabilities previously in remission. And I needed weekly counseling for a year. I felt like a failure, worthless and better off gone because nobody wanted me and I had no future to live for. I contemplated calling a suicide hotline often. I was only 17.

The silver lining… Phoebe’s story demonstrates that learning is NOT restricted to the walls of institutions. She did her homework, accessed her courage, held her ground and is leading the way to a different future with a different set of choices for herself and her peers.

Thank you, Phoebe.

People are starting to rethink the value of these institutions and what they offer…

The decision to receive the COVID vaccine is between a student and their doctor, not their university or the government. I introduced the "Ending COVID Vaccine Mandates for Colleges and Universities Act" to compel colleges to lift these mandates on students now.

If you believe any of these mandates are about protecting college students, think again. Remember, these shots don’t stop infection or transmission, they come with serious risks and none of these institutions will take responsibility if students/staff suffer vaccine-injury or death.
